Kuwait calls on the international community to take a serious stance regarding the occupation’s nuclear threats against Palestine

Kuwait on Wednesday called on the international community to take a "serious stance" against the repeated threats made by the Israeli occupation to use nuclear weapons against the sister State of Palestine.

This came in the speech of the State of Kuwait delivered by its Permanent Representative to the United Nations and other international organizations in Geneva, Ambassador Nasser Al-Heen, before the work of the second session of the Preparatory Committee for the 2026 Review Conference of States Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, currently held in Geneva.


Ambassador Al-Hein condemned the aggression of the occupying power against the Gaza Strip in sisterly Palestine and the repeated threats to use nuclear weapons from this nuclear occupier against a state party to the Non-Proliferation Treaty.


He called for a serious stand by the international community in general and the states parties to the Nuclear Non-Proliferation Treaty in particular, and concerted efforts and cooperation to stop such blatant violations of international laws, conventions and treaties.


Ambassador Al-Hein stressed that "all that was presented increases our determination to work on implementing the provisions of the treaty and achieving the universality of the treaty to achieve the goal of a world free of nuclear weapons."


He renewed the State of Kuwait's commitment to establishing peace, security, stability and preventing the spread of nuclear weapons in the world. He said, "Peace, security and stability in the world cannot be achieved with the spread and flow of weapons, especially nuclear ones, which requires all of us to strive to rid humanity of these weapons and work to harness the material capabilities." and humanity dedicated to it for the sake of progress and development.”


Ambassador Al-Hein stressed that the multilateral framework and the goals, principles and obligations agreed upon in international agreements and treaties provide the most appropriate, optimal and only way to address all issues of disarmament and international security, calling for seizing the opportunity of holding this meeting in Geneva to achieve positive results.


He added that the State of Kuwait stresses the importance of implementing special pledges and working to achieve the universality of the Non-Proliferation Treaty. It also calls for the necessity of respecting the balance between the three pillars of the Treaty and repairing the imbalance resulting from the deliberate focus by some state parties on one pillar at the expense of another.


The State of Kuwait also stressed the necessity of activating the pillar of cooperation in the field of peaceful uses of atomic energy and supporting the rights of non-nuclear countries to fully exercise their inalienable right to the peaceful use of atomic energy.


In this context, Ambassador Al-Hein stressed the importance of strengthening joint work to reach effective and consensual gains during the upcoming review conference, and for everyone to participate and believe in its success, not its failure.


He touched on the efforts undertaken by Arab countries with the aim of establishing a zone free of nuclear weapons and other weapons of mass destruction in the Middle East, in accordance with General Assembly Resolution No. 546 of the 73rd session of the General Assembly.


In the speech, the State of Kuwait welcomed any new initiatives that contribute to supporting the common Arab goal of establishing a zone free of nuclear weapons and other weapons of mass destruction in the Middle East, in line with the common Arab position and the outcomes of the review conferences of the Non-Proliferation Treaty for the years 1995, 2000 and 2010.


In the same context, Ambassador Al-Hein reiterated the importance of implementing the 1995 resolution on establishing a nuclear-weapon-free zone in the Middle East and the consensus approved by the review conferences of 2000 and 2010 to develop an action plan to establish that zone.


In this context, the State of Kuwait welcomed the convening and success of the sessions of the conference on establishing a zone free of nuclear weapons and weapons of mass destruction in the Middle East. It renewed its invitation to all parties invited to the conference to participate with the aim of negotiating a consensual and binding treaty in this regard and in a way that contributes to enhancing security and peace at the regional and international levels.


Ambassador Al-Hain pointed out that while the State of Kuwait affirms the right of all countries to use atomic energy for peaceful purposes within the framework of what was stipulated in the Treaty on the Non-Proliferation of Nuclear Weapons, it warns at the same time of the danger of the spread of nuclear weapons and other weapons of mass destruction in light of the challenges and tensions that arise. Our world is witnessing it today.


He stressed the importance of the role of dialogue and its importance in order to reach the desired goals, while also stressing the importance of states parties, especially the nuclear states, making more efforts to achieve the universality of the Treaty on the Non-Proliferation of Nuclear Weapons, and that these efforts should include compliance with their obligations under the treaty and the results agreed upon in previous review conferences.


He explained that the State of Kuwait believes that achieving the goal of the complete elimination of nuclear weapons begins with the international community’s full adoption of the treaties and agreements concerned with achieving a safe world free of nuclear weapons by eliminating the arms race and nuclear arsenals and their impact on increasing the intensity of regional and international tensions, especially in light of what the country faces. Our world today is full of complex conflicts and ongoing wars that threaten international peace and security.


He expressed his hope that the meetings of the Second Preparatory Committee in Geneva would lead to consolidating the conviction among everyone of the necessity of continuing the open, constructive and purposeful dialogue to sustain security and stability and taking the necessary and serious steps to ensure strengthening confidence and reducing the risks of the spread of nuclear weapons.


At the end of the speech, the State of Kuwait called on all states parties to shoulder their responsibilities in the best possible ways and in a way that contributes to strengthening the nuclear disarmament system, within the framework of the efforts followed to make the review conference of the Eleventh Non-Proliferation Treaty in 2026 a success, in order to reach the ultimate goal of maintaining international security, peace and stability by getting rid of... nuclear weapons.
